Warner Robins woman indicted in $5.4 million Medicaid fraud case

ATLANTA (WMGT/41NBC) Prosecutors claim that a Warner Robins woman scammed Georgia’s Medicaid program out of over $5.4 million, leading to her indictment on federal charges.

Elizabeth Sue Ivester, 62, was charged in U.S. District Court for the Middle District of Georgia as part of the U.S. Department of Justice’s 2025 National Health Care Fraud Takedown, according to a news release from the Office of Georgia Attorney General Chris Carr. Aggravated identity theft, health care fraud, and conspiracy to commit health care fraud are among the allegations.

Ivester, the proprietor and operator of Liberty Medical, Inc., is charged in the indictment with utilizing the recipients’ identifying numbers to submit fraudulent claims to Medicaid. She said, according to the prosecution, that one doctor had ordered over 77,000 pieces of durable medical equipment (DME), none of which were ever ordered or delivered.

Our office is committed to pursuing Medicaid fraud prosecutions, and we are honored to collaborate with our federal counterparts in this endeavor, Carr stated. It is theft of taxpayer funds to defraud Medicaid, and those who do so will be held accountable.

On May 14, a federal grand jury returned the indictment. U.S. Magistrate Judge Charles H. Weigle arraigned Ivester on June 17 after he was taken into custody by the U.S. Department of Health and Human Services Office of Inspector General (HHS-OIG).

HHS-OIG Acting Inspector General Juliet T. Hodgkins stated that both the scope of today’s Takedown and the harm we are facing are unprecedented. We will hold accountable those who try to steal from the federal health care system and endanger vulnerable individuals.

According to the press release, 324 defendants are charged with scamming programs meant to care for the elderly and disabled as part of a planned nationwide operation.

Pamela Bondi, the attorney general, offered her thoughts on the nationwide sweep.
